APRIL 17, 2012 — SIXTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS The Board of Supervisors met on Tuesday, April 17, 2012 at 10:00 a.m. Board members present were Monson, Tripp, Boykin, and Smith; Clausen was absent. Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. The Claims were approved as presented. Copy filed. The meeting was called to order. Motion by Monson second by Tripp to approve the minutes of the 04/10/2012 Board meeting. Carried 4-0. Copy filed. The Board approved the reclassification of Wendy Christensen, Court Security Officer, County Sheriff Dept., effective 04-30-12, $21.63/hour, 10%=$2.05/hour. Per CWA Civilian Officer Contract agreement, from Senior Class to Master Class. Copy filed. Motion by Monson second by Boykin to receive the Sheriff’s Civil Division Third Quarter and Year to date Report. Carried 4-0. Copy filed. Motion by Boykin second by Monson to receive for signatures a Resolution appointing a Housing Authority Commissioner. Carried 4-0. RESOLUTION NO. 10,889 WHEREAS, the City/County of Woodbury, Iowa has previously entered into Articles of Agreement with the Siouxland Regional Housing Authority, and WHEREAS, these Articles provide that the City/County of Woodbury, Iowa shall be represented upon the governing commission of the Siouxland Regional Housing Authority, and further said Articles provide said City/County to appoint one Authority Commissioner to said governing commission. NOW, THEREFORE, BE IT RESOLVED by the City Council/Board of Supervisors of Woodbury, Iowa, that Karen James of the City of Sioux City, Iowa be and hereby is appointed as Housing Authority Commissioner to represent the interests of the City/County of Woodbury, Iowa upon the Siouxland Regional Housing Authority Commission. Said appointment shall be for the term and under the conditions as provided in the Articles of Agreement previously signed between the City/County of Woodbury, Iowa and Siouxland Regional Housing Authority. Pass and adopted the 17th day of April, 2012. Motion by Boykin second by Tripp to receive for signatures a Resolution confirming the appointment of a Housing Authority Commissioner. Carried 4-0. RESOLUTION NO. 10,890 NOW THEREFORE BE IT RESOLVED by the City/County of Woodbury, Iowa, the appointment of Karen James, of the City/County of Woodbury, Iowa as Authority Commissioner to the governing body of the Siouxland Regional Housing Authority is hereby approved, confirmed, and ratified for the number of years designated in the Articles of Agreement previously entered into by and between the City/County of Woodbury, Iowa, and Siouxland Regional Housing Authority. Passed and adopted the 17th day of April,2012. Motion by Tripp second by Boykin to approve and authorize the Chairman to sign a Resolution establishing the 2012 County weed destruction program, per recommendation of the County Engineer. Carried 4-0. WOODBURY COUNTY, IOWA WHEREAS, under Chapter 317 of the Code of Iowa as amended each county Board of Supervisors must prescribe and order a program of weed destruction to be followed by landowners, tenants, and other persons in possession or control of land, and WHEREAS, it has been determined by the Woodbury County Board of Supervisors that a program of weed destruction for the year 2012 is necessary, NOW THEREFORE, BE IT RESOLVED by the Board of Supervisors of Woodbury County, Iowa that each landowner, tenant or other person in possession or control of private land shall on or before the dates stated below, destroy the below-listed noxious weeds on their land by spraying them with a suitable herbicide in a strength sufficient to kill such weeds. 1. May 21, 2012 - for musk, thistle, sow thistle, bull thistle, leafy spurge, perennial pepper grass, sour dock perennial, smooth dock perennial, and sheep sorrel perennial. 2. June 4, 2012 - for Canada thistle, Russian knapweed, buckhorn perennial, wild mustard annual, horse nettle, and teasel biennial. 3. June 11, 2012 - for field bindweed, wild carrot biennial, and quack grass. 4. June 18, 2012 - for butterprint annual, puncture vine annual, and cocklebur annual. 5. July 9, 2012 - for wild sunflower annual and poison hemlock. 6. October 1, 2012 - all thistles in the rosette stage. BE IT FURTHER RESOLVED AND ORDERED that all weeds on county trunk and local roads and between the fence lines of such roads, whether they be noxious weeds or other weeds, shall be cut or otherwise destroyed, to prevent seed production, by the owner of the land adjoining the road on or before June 19, 2012. BE IT FURTHER RESOLVED that weeds that are not destroyed in compliance with the above order may be destroyed by the Weed Commissioner, and the costs of destruction by the Weed Commissioner, including the cost of serving notice, plus a penalty of twenty-five percent of total costs shall be assessed against the property upon which the weeds were destroyed, in the case of private lands, or against the adjoining land, in the case of weeds on county roads. Landowners are to contact Weed Commissioner and notify him if there are areas that should not be sprayed with herbicides. SO RESOLVED this 17th day of April, 2012 Motion by Boykin second by Monson to approve and authorize the Chairman to sign an Underground Utility Permit for Mid American Energy, per recommendation of County Engineer Mark Nahra. Carried 4-0. Copy filed. The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns. The Board adjourned the regular meeting until April 24, 2012. |
