court7.jpgThe Woodbury County Board of Supervisors is comprised of five elected officials, with an administrative staff consisting of a Board Administrative Coordinator and an Executive Secretary / Public Bidder.

The functions of the Board of Supervisors are varied and its authority embraces practically every aspect of County Government. Although these functions are primarily administrative in nature, the board exercises power characteristic of each of the three branches of government: executive, legislative, and judicial. For example, the Board fills vacancies in county offices by appointing successors, fixes rules relating to the use of county buildings and grounds, and determines the disposition of claims against the county. The board acts as a general business manager for the county government, plays a major role in matters of county taxation and finance, and is the governmental authority responsible for the construction and maintenance of the county road system. In some areas the duties of the board are nominal, while others are extensive.

APRIL 24, 2012 — SEVENTEENTH MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, April 24, 2012 at 10:00 a.m.  Board members present were Monson, Tripp, Boykin, Clausen, and Smith.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 

The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Monson second by Tripp to approve the minutes of the 04/17/2012 Board meeting.  Carried 4-0; Clausen abstained.  Copy filed.

The Board approved the appointment of Justin Donaghu, Civilian jailer, County Sheriff Dept., effective 04-30-12, $16.32/hour.  Job vacancy posted: 01-25-12.  Entry Level Salary:  $16.32/hour.  Copy filed.

The Board approved the promotion of Steven Thomas, District Foreman, Secondary Roads Dept., effective 04-30-12, $53,048/year, 27%=$11,559/year.  From Equipment Operator to District Foreman.  Copy filed.

Motion by Clausen second by Boykin to approve and authorize the Chairperson to sign an “Authorization to Initiate Hiring Process” for (2) Equipment Operators, Secondary Roads Dept., CWA Secondary Roads:  $19.27/hour and for Civilian Jailer, County Sheriff Dept., CWA Civilian Officer:  $16.32/hour .  Carried 5-0.  Copy filed.

Motion by Tripp second by Monson to approve and receive for signatures, a Resolution for inter-fund operating transfer involving Indirect Services Costs for FY 2011 incurred in the Mental Health Services Funds.  Carried 5-0.

RESOLUTION FOR INTER-FUND OPERATING
RESOLUTION #10,892
 
Whereas, it is desired to authorize the Auditor to transfer the following sum from the Mental Health Services Fund
to the General Basic Fund during the Fiscal Year 2011-2012 budget year, and
      
Whereas, said transfer must be in accordance with Section 331.432 Code of Iowa,
      
Whereas, the purpose of the transfer is to move Mental Health Service’s revenues to the General Basic Fund for
the reimbursement of indirect costs involving Targeted Case Management for the FY 2011 in the amount of
$94,025.
      
Now, therefore be it resolved by the Board of Supervisors of Woodbury County, Iowa, as follows:

The total maximum transfer from the Mental Health Services Fund to the General Basic Fund for the fiscal year
Beginning July 1, 2011, shall not exceed the sum of $94,025.
      
The Auditor is directed to correct his books when said operating transfer is made and to notify the Treasurer of the
Amount of said transfer.
      
The above and foregoing resolution was adopted by the Board of Supervisors of Woodbury County, Iowa, on April
24, 2012.

A public hearing was held regarding a re-zoning petition for Sandra Kay Lau and Mark D. Pottorff for GIS parcels #874620154002, #87620154001, #874620151004, and certain adjacent vacated road right-of way/alley-way.  The Chairperson called on anyone wishing to be heard.

Motion by Boykin second by Monson to close the hearing.  Carried 5-0.

The Board reviewed a proposed ordinance to re-zone the property from SR (Suburban Residential) to LI (Limited Industrial), with Planning and Zoning Administrator, John Pylelo.

Motion by Monson second by Boykin to receive for signatures the proposed ordinance to re-zone the property from SR (Suburban Residential) to LI (Limited Industrial).  Carried 5-0.  Copy filed.

Motion by Boykin second by Monson to suspend the 2nd and 3rd readings of the proposed ordinance.  Carried 5-0.  Copy filed.
 
Motion by Tripp second by Monson to approve and authorize the Chairperson to sign a Resolution adopting and levying a special assessment in the Little Sioux Inter-County Drainage District of Monona, Woodbury, and Harrison Counties.  Carried 5-0.

RESOLUTION ADOPTING AND LEVYING SPECIAL ASSESSMENT
IN THE LITTLE SIOUX INTER-COUNTY DRAINAGE DISTRICT

WHEREAS, the Board of Trustees of the Little Sioux Inter-County Drainage District, in session on the 5th day of April, 2012, requested that the Board of Supervisors levy a special assessment of Sixty (60%) Percent of the Original Assessment on all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.

NOW, THEREFORE, BE IT RESOLVED by the Joint Board of Supervisors of Monona, Woodbury and Harrison Counties, Iowa, acting as a Drainage Board for the Little Sioux Inter-County Drainage District, that there be and is hereby levied upon all tracts of land, lots, public roads, and railroads in the Little Sioux Inter-County Drainage District of Monona, Woodbury and Harrison Counties, Iowa, a special assessment in the amount of Sixty (60%) Percent of the Original Assessment, and the Auditors of Monona, Woodbury and Harrison Counties, Iowa, be directed and ordered to spread such levy upon said lands, to be collected under §468.55 in semi-annual installments in the same manner as general property taxes are collected pursuant to §445.36 in the year 2012-2013.

WHEREAS, the Board of Trustees of the McCandless Inter-County Drainage District, in session on the 9th day of April, 2012, requested that the Board of Supervisors levy a special assessment of Eighty Percent (80%) of the Original Assessment on all tracts of land, lots, public roads, and railroads in the McCandless Inter-County Drainage District to procure funds from which to pay the costs and expenses of repair and maintenance incurred.
