AUGUST 07, 2012 — THIRTFIRST MEETING OF THE WOODBURY COUNTY BOARD OF SUPERVISORS

The Board of Supervisors met on Tuesday, August 07, 2012 at 10:00 a.m.  Board members present were Monson, Clausen, Boykin, and Smith; Tripp was absent.  Staff members present were Karen James, Board Administrative Coordinator, Joshua Widman, Assistant County Attorney, and Patrick F. Gill, Auditor/Clerk to the Board. 
      
The Claims were approved as presented.  Copy filed.

The meeting was called to order.

Motion by Boykin second by Monson to approve the minutes of the 07/31/2012 Board meeting.  Carried 4-0.  Copy filed.

Motion by Monson second by Clausen to approve the appointment of Mark Moulton, Maintenance Worker, Building Services Dept., effective 08/08/12, $14.89/hour. Job Vacancy Posted 06-13-12. Entry Salary Range:  $13.54-$14.89.hr.; the separation of Jordan Bremer, Temporary Summer Laborer, Secondary Roads Dept., effective 08-10-12.  End of Temporary Work.  Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve the Site Lease Agreement with City of Sioux City and Sioux City Community School District, per recommendation of Glann Sedivy, Communication Center.  Carried 4-0.  Copy filed.

Motion by Monson second by Boykin to approve the 2012 Update to the Siouxland District Health Department Bio-Emergency Response Plan, per recommendation of Kevin Grieme, Siouxland District Health.  Carried 4-0.

Motion by Monson second by Boykin to approve the 2012 Environmental Health Emergency Response Plan, per recommendation of Kevin Grieme, Siouxland District Health.  Carried 4-0.

Motion by Boykin second by Clausen to approve and authorize the Chairman to sign an Underground Utility Permit for CenturyLink QC, per recommendation of County Engineer Mark Nahra.   Carried 4-0.  Copy filed.

Motion by Clausen second by Monson to approve and authorize the Chairperson to sign a Permit to Work in the County Right of Way for Rex Schumacher, per recommendation of County Engineer Mark Nahra.  Carried 4-0.  Copy filed.

Motion by Boykin second by Monson to approve $2,500 Matching Funds for Vision Iowa for the Moville’s Main Street Pavilion from Riverboat funds, per recommendation of Wally Kuntz.  Carried 4-0.

Discussion and Support of Letter of Recommendation from  the Liberty Park Planning Committee.

The Chairperson asked if there were any individuals or groups wishing to make a presentation of items not on the agenda, or Supervisors concerns.

A closed session was scheduled, for the General Relief Appeal for Gwenlyn Frazier.  Gwenlyn did not request a closed session.

A hearing was held, to discuss the appeal to overturn a denial of benefits by the Woodbury County General Relief entity.  No action was taken by the board.

The Board adjourned the regular meeting until August 14, 2012.
